<p>Within New York State's Office of Children & Family Services (OCFS), there is a Division of Juvenile Justice and Opportunities for Youth. And within that department, there is the New York Development Center's City Challenge Program. It is a day placement program for juvenile delinquents that is run by the governor's office.</p>
<p>City Challenge is a three- to five-month community supervision program individually tailored to the risks and needs of each graduates of the Sergeant Henry Johnson Youth Leadership Academy (YLA). The program is operated in partnership with the Children's Aid Society of New York and includes an alternative school program, job placement and an independent living curriculum.</p>
