CIBS Appoints Tamecca Tillard as New Managing Director

As the founder and director of a civic innovations and strategy firm, Tillard brings a wealth of experience in creative, collaborative partnering

The Coalition for the Improvement of Bedford-Stuyvesant on Friday named Bed-Stuy resident Tamecca Tillard as the organization's new managing director.

Tillard comes to CIBS from Element 9, a MWBE strategy firm specializing in civic innovations.

As the founder and general Manager of Element 9, Mrs. Tillard led the long-term client engagements for the Department of Defense and GSA, while growing the firm to five practice areas: technology, small business advocacy, public affairs, workforce development and social medicine/social services delivery.

"We are delighted to welcome Mrs. Tamecca P. Tillard as our new Managing Director," said Colvin Grannum, president of Bedford-Stuyvesant Restoration Corporation, a CIBS partner organization.

"Mrs. Tillard has strong leadership skills, especially related to collaborative partnering and community relationships, that will serve her well as Managing Director."

Tillard holds a bachelor's degree in Urban and Environmental Planning from the University of Virginia School of Architecture and a Master of Public Administration from the Harvard Kennedy School of Government.

Tillard was awarded the Soaring Eagle award for the Family Advocacy Program (FAP), which also led to influencing First Lady Michelle Obama’s military family initiatives.  

She has deep civic roots throughout the community, including serving on the board of trustees for TFOA Professional Prep charter school as a Trustee and working as a board member of  Community Board 3’s Economic Development Committee.

Tillard is also the First Lady of Nazarene Congregational UCC Church, where her husband, Rev. Conrad B. Tillard, Sr. is the Pastor.
